The following request for matching funds was filed by the Gollum 2004 campaign. The Gollum campaign gratefully acknowledges the kind assistance of a creature calling itself The Crabain in the preparation of this document.

Dear Chairman Smith:
As a candidate I seek to become eligible to receive Preidential primary matching funds, and I certify and agree to the following provisions, set forth in 11 CFR 9033.1 and 11 CFR 9033.2.
A. I certify that I am seeking the nomination for President of the Democratic Party. I have received contributions eligible for matching funds, which in aggregate exceed $5,000 in value, based upon the fresh fish market price at the time of receipt, from donors in at least 20 of your "States," and that for each donor such contribution does not exceed $250 in market value.
B. I or my authorized committee, Gollum 2004, have not incurred and will not incurred qualified campaign expenses exceeding the expenditure limits in 26 U.S.C. 9035 and 11 C.F.R. 9035.
C. I and my qualified committee will comply with all document requests, filings, the Commission's Guideline for Presentation in Good Order, and other requirements of the Act and implementing regulations.
D. I and my qualified committee shall permit an audit and examination of all receipts and disbursements.
E. The person listed below is entitled to receive matching funds payments on my behalf, to be deposited as indicated.

4. Current investigation related to trout hatchery incident should not call this valuation, or our submission, into question.
